Public hearing and second reading of an ordinance adopting the 2024/2025 budget and five-year service plan, along with establishing and levying an annual property assessment for the following Public Improvement Districts: Greenways, generally located at the southwest corner of Hillside Road and Coulter street; Heritage Hills, generally located at the southwest corner of Soncy and Arden Roads; Pinnacle, generally located at the northeast corner of Bell Street and West Sundown Lane; Point West, generally located at the northwest corner of Amarillo Boulevard West and Research Street; Quail Creek, generally located at the intersection of Clear Meadow Circle and Plum Creek Drive; Town Square, generally located in the northeast corner of Helium and Hillside Roads; Tutbury, generally located at the intersection of Tutbury Court and Van Winkle Drive; Vineyards, generally located at the northwest corner of West Hastings Avenue and Broadway Drive; and Colonies, generally located at the northeast corner of Hillside and Soncy roads. Consider a resolution approving the proposed operating budget for the fiscal year 2024-2025 for the Amarillo Economic Development Corporation (AEDC); consider a renewal of pharmacy benefit manager services for a one-year period to MaxorPlus LTD.

Proclamation for Rotary World Polio Day; consider and take action on the following: second and final reading of resolution approving project funding agreement between the Bald and The Bold, LLC DBA Big Tex Burritos and Canyon Economic Development Corporation relating to direct financial assistance for new business in Canyon; ordinance on Crow Addition Lots Re-Zoning; public hearing on Specific Use Permit request to operate a vape/smoke shop at 400 23rd St.; resolution of a HUD Pro Housing Grant application; resolution declaring expectation to reimburse expenditures with proceeds of future debt; nominations to the Board of Directors of Randall County Appraisal District; executive session – personnel matters (evaluations for City Manager) and real property; action on items discussed in the executive session.

Receive updates on the Handicap Parking Program; presentation from the Sister-Bear Foundation; presentation from the City Marshal’s office; discuss Transit Updates & Projects FTA Triennial Draft Report Findings, update on passenger accommodations at the terminal, Greyhound move-in date, presentation on ACT Connect Services.

Condemnation Appeals Commission

3 pm: Amarillo City Hall, Council Chamber, 601 S. Buchanan

Resolution – calling a Public Hearing to determine whether certain conditions described herein constitute a public nuisance at the locations stated: sets the date and time for a public hearing on Dec. 19, 2024, at 3 pm to determine whether certain conditions of the properties located at 209 S Georgia St., 908 S Kentucky St., 304 S Mississippi St., 312 S Mississippi St., and 1207 N Tyler St. constitute dangerous structures and/or a public nuisance, and whether to order the removal of such; conducts a public hearing on and considers ordering the removal of substandard structures and/or solid waste accumulation located at 2114 Front Blvd., 314 S Milam St., 320 S Milam St., 1910 N Nelson St., 1518 S Pierce St., and 503 Pittsburg St.
